Where Lulu becomes just plain un-useful is in postgame content where black magic loses basically all use and her weapon is tailored to that style specifically. Lulu can hold her own just fine throughout the main story content, especially if she gets something like Poisonstrike or some white magic investment. Lulu doesn't become un-useful, she just loses her specific situations that make her uniquely useful around the same time as all your other characters are getting useful in more varied situations. If she does about as much as Wakka attacking, then why use her when she has to expend MP and has limited survivability over Wakka (plus a faster attack animation)? Her spells still do fine damage, but she's not a one-hit kill machine like she was before. It's not that Lulu can't be useful any more. As the game goes on and your characters get strong enough to get past their specific niches, two things happen: Lulu is less necessary because hard-hitting folks like Wakka, Kimhari, and even Tidus can start brute-forcing their way past bad enemy matchups, and you see a lot more single enemies with very high HP totals. Lulu grew up alongside Wakka, and even had a romantic relationship with his younger brother Chappu. For most of the game, Lulu can handle certain enemy types all by herself and no one else can contribute to them meaningfully. A black mage who appears in the tales of another world where its people are trapped in a spiral of death. I dunno, I just know I always use Lulu in early game but by Bevelle I'm using a team of Tidus/Auron/Rikku and don't need anyone else. It's like the game designers apologizing for how much they have gimped her. The fact Wantz sells you that Booster Noogle for her says it all. Once you hit the Calm Lands, the lack of Magic nodes has become a serious problem and she just can't even kill the enemies she's designed to kill. It feels like it's the post-Bikanel/Bevelle part where she falls off in the most drastic fashion. Hell, she's even good against the bug enemies because she can Overkill them better than WakkaĮven after Rikku joins - Steal/Use making her better than Wakka or Lulu because she can hit with permanent status effects or elemental damage - Lulu is still pretty good in Thunder Plains and Macalania. She of course is good against 'her" enemies but she's also vital for bosses and hitting elemental weaknesses of normal enemies. For the average player, she will absolutely be a fixture in their main party. The story of Lulu in terms of gameplay is a vey odd one.
